D-3 OKs $7.6M budget for 2012-13 school year

FOX RIVER GROVE – District 3 has adopted its budget for the 2012-13 school year.

The district expects to run a $7.6 million budget, but have only $7.4 million in revenue.

“The district will use its reserves to pay for the shortfall if needed,” Superintendent Tim Mahaffy wrote in an email. “There is still a chance that our budget could be balanced based upon special levels of state and federal funding, Medicaid reimbursement levels and special education out of district.”

To help control costs, the district has put in several measures, including partnering with District 26 for early childhood education classes, and hiring a middle school part-time psychologist and a speech/language pathologist for four days a week rather than contracting out the service.

Mahaffy also froze his salary for the third year, and the noncertified employees did not receive a longevity raise.

The district added a Transitional Bilingual Education program to meet the needs of its increasing population of English language learners. The program includes an English as a second language teacher and a bilingual aide. 

“The cost of the added staff and materials for this programming is a direct correlation to the budget shortfall,” Mahaffy wrote.

During the summer, the district overhauled its fire alarm system and replaced a gym curtain divider, wall padding and cafeteria tables. A portion of the middle school roof was replaced, as well. 

The projects were carried out with the help of a $50,000 maintenance grant from the state.

“Our district is always trying to maximize programs and student achievement while understanding that we continue to be in a struggling economy,” Mahaffy wrote. “The support of our village and school community helps our educational staff maintain an optimal program.”
