“When you’re drowning in debt, the worst thing you can do is apply for more credit cards,” the Republican said.

Golar, who planned to present the bill to the committee again today, acknowledged the inconsistency of borrowing to cover bills, but said, “We have to do this one bite at a time.”

Thousands of vendors that provide state services are owed $9 billion in back-due payments. Proponents of borrowing have pointed out that the state is making small business people carry the state’s debts.

Cullerton was poised for a Senate floor vote today to override Quinn’s budget cuts, including $56 million lawmakers provided to keep open prisons and other state operations the governor says are unaffordable.

An override wouldn’t force the governor to keep facilities open but would keep him from spending it in other areas, such as for child-protection programs in the Department of Children and Family Services.

Another House committee agreed to schedule a special election April 9 to fill Jesse Jackson Jr.’s congressional seat. It will coincide with already planned municipal elections. Jackson, who has been diagnosed with bipolar disorder, resigned last week to focus on his health. That bill moves to the House floor.
