Sex offender arrested for failing to register

WOODSTOCK – A convicted sex offender who had registered as homeless was arrested Tuesday for failing to register that he'd been living at a single residence for more than a month, police said.

As a homeless sex offender, Orlando P. Riley, 54, isn't allowed to stay at a given residence more than three days per calendar year without registering that location.

Riley was charged with failure to register as a sex offender, a Class 3 felony, and unlawful residency of a child sex offender, a Class 3 felony, because the residence was within 500 feet of a preschool. He was also charged with resisting a peace officer, a Class A misdemeanor.

At age 35, Riley was convicted in Kane County of criminal sexual assault by force and criminal sexual assault with someone who can't consent. The victim in that incident was 15 years old.

Riley was taken to the McHenry County Adult Correctional Facility and remains in custody.
