Lakemoor Village Board plans to condemn six homes

LAKEMOOR – The village of Lakemoor is taking aim at overgrown lawns and damaged homes.

The Lakemoor Village Board condemned two properties, 119 Valley View Drive and 123 Valley View Drive, at its meeting last week, and has four more properties on the agenda for Thursday evening’s meeting.

The properties on the docket for Thursday include three mobile homes in The Ports of Sullivan Lake, 6 Fish Hook Bay and 116 and 117 of Dry Dock Road, and another house at 333 Highland Drive.

All the properties are vacant, some of them for several years, Village President Todd Weihofen said. The house on Highland is the most severely damaged because it flooded shortly after the residents moved out when the water lines broke.

Most of the properties have completed the foreclosure process and are bank-owned, Weihofen said.

If they are not brought into compliance, the village is prepared to demolish them, he said.

The village can afford to cover the cost and is hoping to get a group package to lower the cost.

A discussion and possible approval of the creation of a new full-time position, director of community and economic development, also is on the agenda.

Weihofen has someone in mind for the position, which would pay about $80,000 a year, and that person could be recommended to the board at its meeting later this month.

“We’re going to take an aggressive marketing approach to bring business into the community,” he said.

The Village Board also changed its notification process for overgrown lawns, shortening the notification time to seven days from 10 days. The maximum height of the grass will stay at 8 inches, though board members toyed with shortening that as well.

“The way it’s been raining, 10 days is too much,” Weihofen said.

Notifications still will go out by posting a door hanger at the property, but the village also will put information on its website, send it out in digital newsletters and provide it to violators, according to village documents.

The approved ordinance also allows the village to pursue any civil remedies to recover costs, expanding it beyond the liens previously allowed.

Foreclosures are behind most of the tall grass issues the village encounters because the property owner no longer has a vested interest in maintaining the property and the bank cannot do any maintenance until the redemption period is over, the documents said.
