Cary outsources day-to-day public works engineering duty

CARY – With the village’s public works director position vacant after the departure of Cris Papierniak, municipal staff is turning to a private firm to handle oversight of the department.

Baxter & Woodman Consulting Engineers of Crystal Lake was hired on Tuesday by the Village Board to provide 20 hours of engineering services a week to the village.

Before Papierniak left to work for Arlington Heights, he served as public works director/village engineer.

“Due to the village’s planned significant capital improvement program for 2014, it is important to bring in contracted service hours immediately to keep 2014 and 2015 projects moving forward while the village determines how to backfill the [public works director] position,” Village Administrator Chris Clark wrote in a memo.

Steve Naber of Baxter & Woodman will provide engineering services for the village.

Village staff considered five firms to handle the work, Clark said.

Clark, Assistant Public Works Director Mike Walsh and Assistant to the Public Works Director Mark Chernak are overseeing the department’s day-to-day operations such as plowing and utilities management.

Naber will handle coordination and engineering of projects.

Among the projects Naber will have to oversee and coordinate are the realignment of Jandus Cutoff at Route 14, possible work at the intersection of Sunset and Crest drives to alleviate flooding issues, and rolling out the village’s capital improvement plan.

Village staff expects Baxter & Woodman to be on the job for 4 to 6 months as it looks for a permanent replacement for Papierniak.

The engineering firm will be paid $125 an hour for up to 20 hours a week. That works out to $10,000 for a 4-week period. Before Papierniak left, the public works director position cost the village $12,220 during a four-week period, when including salary and benefits, according to village documents.
