I urge Sen. Pam Althoff to support Gov. Pat Quinn’s veto of HB3796. Curbing abuse of the FOIA process is a worthy goal. However, this bill is deeply flawed in that the size of a digital file is not tied to the cost, time or effort needed to provide the requested information.
In addition, by using less file compression and including higher resolution images, such as photos and logos, it is possible to vastly increase the size and therefore the cost of a file.
This will have the effect of hampering the free flow of information between government bodies and citizens with a real need for information.
