Harvard man charged in April overdose death

Police have arrested a 35-year-old man in connection with a Harvard resident's fatal drug overdose.

Jackson Santiago-Monsegur, of Harvard, is charged with drug-induced homicide and possession of a controlled substance. The most serious charge, drug-induced homicide, typically is punishable by as many as 30 years in prison.

The charges stem from the April 21 death of Dale Cooper, who was found dead at a home in the 100 block of McComb Street, Harvard, court records show.

Investigators discovered two small bags containing a beige, chalky residue, a spoon, a hypodermic needle, and a lighter near Cooper's body, prosecutors wrote in a motion filed on Wednesday.

Harvard police later learned that Cooper had spoken by phone with Santiago-Monsegur the day before the man's body was discovered. Video surveillance footage confirmed that Cooper and another person met Santiago-Monsegur in the Harvard Walmart parking lot on April 20.

Police received further confirmation in January when a person who was not named in court records identified Santiago-Monsegur as the man who gave Cooper drugs, prosecutors wrote.

Santiago remained at the McHenry County Jail Friday on a $300,000 bond. He would need to post $30,000 bail to be released.

His next court appearance is scheduled for Jan. 24.
