This video shows some of what occurred when the McHenry County Sheriff's Office was called to Lakewood Village Hall on May 4, 2020.
In the video, at :38, Village President Phil Stephan approaching Lakewood Police Chief Todd Richardson and asking, "Are you aware of what's going on here?"
Richardson told Stephan he was having a confidential conversation.
Stephan, in turn, said to Richardson, "I appoint you."
"Look, I'll square off, I'm not going to do this," Stephan said to the police chief. "I've done nothing but be nice to you."
"You threatened to fire me three weeks ago," Richardson said.
Stephan told Richardson, "that wasn't you."
Richardson, at 2:20, told Stephan if he didn't calm down, he would call another agency.
Stephan and Richardson then go into the Village Hall building.
Village employees went into an office. Richardson was holding open an office door. At 3:00 on the video, Richardson said the employees are free to come and go, and he is not holding anyone in there. He explains that the staff are in there because they are disturbed by what's happening.
In the video, Trustee Doug Ulrich can be heard saying "It'll be fixed soon ... staff can be replaced," in response.
