Any Illinois resident wishing to legally possess or acquire firearms or ammunition must have a Firearm Owners Identification (FOID) card. FOID cards are issued by the Illinois State Police, as part of a public safety initiative in the State of Illinois.
According to www.ispfsb.com, the website for the Illinois State Police Firearms Services Bureau, the FOID card was created in 1968 as a way to identify those persons eligible to possess and acquire firearms. The FOID card is not a “conceal and carry” card, but you are required to have a FOID card in order to obtain a Concealed Carry License.
To apply for a FOID card, Illinois residents must visit the Illinois State Police website at www.isp.state.il.us. The application costs $10, and the card has a 10-year expiration date. If you don’t have access to a computer, applications can be submitted via a call-in method. Call the Illinois State Police at (217) 782-7980, and your application information will be taken over the phone, including payment. The application is then mailed to you; you need to answer some criminal history questions, attach a photograph of yourself, and sign the application. Return the application to the Firearms Services Bureau for final processing.
According to Karen DeBock, co-owner of Marengo Guns in Marengo, IL with her husband Dominic, there are various conditions that will prohibit a resident from obtaining a FOID card. If you’ve been convicted of a felony, a patient in a mental health facility within the past five years, convicted of domestic battery, or are developmentally or intellectually disabled, among other restrictions, you will be denied a card.
